Our Contract Review Committee (CRC) was initially established for the purpose of requesting quotes, reviewing and approving quotes, and awarding contracts for the lead hazard control services under the Healthy Homes and Lead Hazard Control grants.

The duties of this committee were expanded in April 2016 and the Board of Health delegated to the CRC the authority and jurisdiction to review, approve, or deny all of the following types of contracts or agreements as long as the value of the contract, agreement or addendum is less than $25,000:

• All contracts, purchases or sales provided to or by CCBH resulting in CCBH’s expenditure of less than $25,000
• All non-grant revenue generating agreements less than $25,000
• Any change order, addendum or amendment to a contract or agreement, where the value of the change order, addendum or agreement is less than $25,000
• All agreements having no monetary value, such as a memorandum of understanding, data sharing agreement, etc.
• Opening of all sealed bids submitted in response to Requests for Quotes or Requests for Proposals
• Reviewing and awarding a contract to the best and lowest bid for Requests for Quotes where the value is less than $25,000 (ie. Healthy Homes and Lead Hazard Control Grant contracts, Water Pollution Control Loan Fund sewage system repair/replacement contracts)
