IMPORTANT DRAIN COVER UPDATE

Virginia Graeme Baker (VGB) Pool and Spa Safety Act
On December 19, 2007, the President signed into law the Virginia Graeme Baker Pool and Spa Safety Act. The Act specifies that on or after December 19, 2008, swimming pool and spa drain covers available for purchase in the United States must meet specific performance requirements. Additionally, public swimming pools, wading pools, spas and hot tubs must meet requirements for installation of compliant drain covers.

All commercial pools in Ohio are required to have at least one main drain.

Ohio Administrative Code Chapter 3701-31 states that all public swimming pools and spas must have a secondary means installed to prevent entrapment or evisceration.

Pools and spas with a single main drain other than an unblockable drain* must also be equipped with one of the following:

  • A second main drain at least three feet apart
  • Safety vacuum release system (SVRS) – must be properly installed and approved
  • Gravity drainage system – must have an uunblockable outlet cover
  • Unblockable outlet cover with a compatible sump

*Unblockable drains measure at least 18″ x 23,” which cannot be blocked by the body. This prevents entrapment.

All drain covers have a limited lifespan that is pre-set by the manufacturer. When the cover becomes damaged, is no longer intact, or its lifespan expires, the covers must be replaced. When replacing covers, please provide documentation to our office.

Replacement of approved main drain grate covers that are of the same size and dimension as the existing covers will not require a plan review by the Ohio Department of Health.
