Overview
The CCBH General Counsel is the chief legal officer of the agency, providing legal advice to the Health Commissioner, Board, and agency staff.
The General Counsel also serves as the agency’s ethics officer and HIPAA privacy officer.
In conjunction with the Cuyahoga County Prosecutor’s Office, the General Counsel represents CCBH before the state and federal courts of Ohio.

Mr. Mills has been in the practice of law for more than 13 years and brings experience from the City of Cleveland Law Department, the Cleveland Housing Court and the private sector.
His diverse municipal and environmental law background make him an ideal fit for our leadership team.
