Environmental conditions which may be considered a hazard to public health may not always be addressed by mandated or permitted programs. Such conditions may potentially be addressed under the Cuyahoga County Board of Health’s Nuisance Complaint Program.
Some examples of nuisance conditions may include improper storage of garbage, accumulation of animal wastes, rodents, and mold and moisture problems. Investigations are conducted to determine whether a public health nuisance does in fact exist. Abatement of nuisances is pursued to properly correct any such conditions.
Nuisance complaints are assigned to our sanitarians based on the community in which the condition is located. Our staff will meet with or contact the appropriate persons (tenants, landlords, business owners, etc.) and ensure identified nuisance conditions are eliminated.
In some cases, the complaint may need to be referred to the community’s building or housing department or to another agency with direct authority over the specific nuisance condition, property maintenance issue, or social service matter.
Reporting a Nuisance

Please keep in mind that the Cuyahoga County Board of Health’s jurisdiction does not include the City of Cleveland, and thus our staff can not respond to specific complaints within this community.
