The OD2A Local Cuyahoga County Overdose Surveillance Quarterly Bulletin (2025 Q3) presents the latest drug overdose trends and surveillance data for Cuyahoga County, Ohio, covering July through September 2025. This bulletin is produced by the Cuyahoga County Board of Health and supported by Overdose Data to Action (OD2A) LOCAL funding from the Centers for Disease Control and Prevention (CDC).

Key Findings at a Glance

  • 📉 Overdose Deaths decreased by 27.4% compared to Q2 2025 (53 preliminary deaths in Q3, down from 73 in Q2)
  • 📈 Emergency Room Visits for suspected drug overdoses increased by 6.6%, reaching 894 visits in Q3 2025
  • 💉 Project DAWN Naloxone Kits distributed increased by 11.9%, with 15,698 kits distributed in Q3
  • 🚑 EMS Naloxone Administrations increased by 3.6%, with 686 doses administered in Q3
  • 🧪 Syringe Testing (180 syringes tested): Fentanyl was the most prevalent drug detected (117), followed by cocaine (76), medetomidine (68), heroin (50), and xylazine (48)
  • 🔬 Drug Seizure & Lab Testing: Cocaine ranked highest in lab submissions (1,303), followed by fentanyl (668), methamphetamine (629), BTMPS (244), and medetomidine (208) — accounting for 78% of all lab submissions this quarter

Overdose Alert Periods

No overdose alert periods were recorded from Q2 through Q4 2025. The last recorded EpiCenter Alerts occurred in Q1 2024, including a significant alert on 3/19/2024 with 8 alerts in 72 hours and 41 cases.


Notable Trends

  • Cocaine lab submissions increased 35% from last quarter
  • Fentanyl lab submissions increased 61%
  • Methamphetamine lab submissions increased 15%
  • BTMPS lab submissions increased 61% (from 152 in Q2 to 244 in Q3) — first appearance in the top five drug types
  • Medetomidine lab submissions increased 2%
