Phase II Stormwater Program
U.S. EPA and Ohio EPA Phase II Stormwater Rules require designated communities to develop and implement a stormwater management plan. This program is composed of six minimum control measures:
Public Education
Public Involvement
Illicit Discharge Detection and Elimination (IDDE)
Construction Site Runoff Control
Post-Construction Site Runoff Control
Pollution Prevention/Good Housekeeping
Our agency’s Stormwater Program was created to assist communities in Cuyahoga County and Northeast Ohio in reaching their stormwater management plan goals. Under an agreement with the Northeast Ohio Regional Sewer District (NEORSD), we currently provide Phase II Stormwater support services for Minimum Control Measure (MCM) 3 and MCM 6 for communities within NEORSD’s stormwater service area. CCBH also performs activities for MCM 3 and MCM 6 in contracted communities outside of NEORSD’s service area.

MCM 3: Illicit Discharge Detection & Elimination
Inventory of municipal separate storm sewer system (MS4) outfalls
Inspection of MS4 outfalls during dry weather conditions
Sampling of dry weather outfall flows for E.coli bacteria
Source tracking of potential illicit discharges
Program Activities MCM 6
MCM 6: Pollution Prevention/Good Housekeeping for Municipal Operations
Staff training about stormwater, EPA requirements and preventing stormwater pollution from municipal operations.
Site inspections of municipal service garage facilities in NEORSD stormwater service area communities.
Municipalities are required to submit an annual report to the Ohio EPA. CCBH provides each community with a yearly report of activities to assist with the completion of their EPA annual reports.
