In the State of Ohio, food businesses cannot be conducted out of a private residence. However, there are a few exceptions to this rule.

Cottage Foods
Cottage foods are shelf-stable food products that are produced in Ohio within a residential home. These products must be individually pre-packaged and contain proper labeling.
Cottage foods may be sold without a license from the home and at specific locations throughout the state, such as farmers markets, grocery stores, and some festival events.

Home Bakery Products
A home bakery may produce both shelf-stable and perishable bakery items in a private residence. It must be licensed and inspected by the Ohio Department of Agriculture.
Properly labeled home bakery products may be sold from the licensed home and at specific locations throughout the state, such as farmers markets and grocery stores.
